Complete the Chain of Prerequisite Seals

The Ministry of Foreign Affairs does not authenticate raw documents directly from local schools, colleges or local registries. MFA acts as a 'final witness' confirming ministerial seals. You must stamp the document from its higher authority first (e.g. Directorate of Education for schools, Secretary General for universities, or central Abbassia Registry for civil acts).

So, do not go there with a missing directorate stamp or university secretary seal; the officer will look at it for two seconds, say 'Missing stamps, goodbye!' and you'll have to repeat everything!

Locate a Certified MFA Office & Attend

Find the nearest MFA legalization center. They are distributed in major locations such as Mohandessin (Ahmed Orabi St), Armed Forces Center (Abbassia), Alexandria, Port Said, Tanta, and regional Egypt Service Centers. Attend during official morning working hours (9:00 AM to 2:00 PM Sunday through Thursday).

By then, early queues have cleared, the hall is almost empty, and you can authenticate all your papers in 15 minutes instead of waiting 2 hours in the sun!

Review Documents & Settle Fees

Upon entry, pull your ticket and present your file to the desk officer. The officer will physically inspect the document and cross-check the stamps against their official directory signature records. After approval, proceed to the cashier and pay EGP 115 for ordinary legalization or EGP 410 for commercial legalization according to the MFA authentication procedure page, then obtain your receipt. If you legalize the original and then a translation, each document is charged separately.

Apply the Official Stamp & Retrieve Document

Submit the receipt along with the original document and photocopy. The officer will place the official adhesive Ministry of Foreign Affairs legalization stamp on the back, enter transaction details, and pass it to the director for the final signature and round official seal. You will immediately receive your internationally recognized document, ready to be presented to foreign embassies or used abroad!

What are the ordinary and commercial legalization fees?
The Ministry of Foreign Affairs authentication procedure page states that ordinary legalization costs EGP 115 and commercial legalization costs EGP 410. If you legalize the original and then the translation, each document is treated as a separate transaction.
Does MFA legalize translated certificates?
Yes, but you must first authenticate the original certificate (in Arabic) at the MFA office. Afterward, take the authenticated document to a certified translation office, and then legalize the translated version as a separate transaction at the MFA office, paying the additional charge announced by the authority at the time of legalization.
Can foreign documents issued abroad be legalized in Cairo?
Yes, provided that the foreign document is first legalized by the Egyptian Embassy in the issuing country, or by the issuing country's Embassy in Cairo. It can then be brought to the central Egyptian MFA office in Cairo to authenticate the foreign embassy's seal.
What if my MFA stamp became faded or damaged?
If the adhesive sticker or round ink stamp is faded or damaged, foreign embassies will reject it immediately. Unfortunately, you cannot re-stamp the same paper! You must extract a new copy of the certificate or POA from its issuing source, re-do all prerequisite seals, and pay a new fee at the MFA office.
Does MFA offer home delivery or online legalization services?
No, online legalization or home delivery is not yet available. MFA authentication strictly requires physical, hands-on verification of documents and seals to prevent international forgery. You or any representative must physically attend with the original paper documents.
What is the difference between Legalization, Translation, and Notarization?
Notarization happens at the Real Estate Notary (Shahr Aqari) to record signatures. Translation happens at certified bureaus to transfer text to a foreign language. Legalization happens at the Ministry of Foreign Affairs (MFA) as a final step to grant international recognition, allowing presentation to foreign embassies.
